About the program

What NASA SEWP is

NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup,” provides the latest Information Technology, Communications, and Audio-Visual (ITC/AV) solutions and services for all Federal agencies and their approved contractors. Created in 1993, SEWP I was the first Government-Wide Acquisition Contract in the federal acquisition space.

Originally the vehicle offered only technology products for NASA and other agencies. Over more than 30 years SEWP has continually evolved, broadening its scope to meet customer needs. The program is self-funded through a 0.34% usage fee and supports more than 50,000 orders a year across the Federal Government.

Not sure if your requirement is in scope? Send an overview and/or bill of materials (BOM) to help@sewp.nasa.gov and the SEWP PMO will review it and provide feedback. We’re glad to help you scope a requirement as well! See contacts below.

Fair opportunity

Fair opportunity and requests for quotes

Under FAR 16.505(b)(1), each Contract Holder shall be given a fair opportunity to be considered for each order issued under a multiple-award contract. The method used to provide fair opportunity is at the discretion of the ordering Contracting Officer, who documents the rationale for the placement and price of each order. No order-selection documentation is required to be submitted with the order.

NASA SEWP’s online Quote Request Tool (QRT) is the recommended method to support this activity and to augment the required decision documentation. The QRT automatically includes the Contract Holders within a selected Group or based on a suggested source. The full Fair Opportunity clause is set forth in the body of the SEWP VI contract (Attachment A, Statement of Work).

Database of Record commitment. Consistent with SEWP terms, Frontier Technologies does not market, quote, or otherwise offer for sale any item that is not listed in the SEWP Database of Record and available to all Government end users. Items not yet on contract are clearly identified as such, and are added by technology refreshment request before they can be ordered.

Ordering

How to order

Each agency’s internal ordering process varies. Purchase Requests (PRs) and Delivery Orders (DOs) issued against a SEWP contract are defined by the issuing agency, not by the SEWP Program Management Office (PMO). Typically an end user determines a requirement and generates a Purchase Request, and the agency’s procurement office issues a Delivery Order. Any valid Federal Agency Delivery Order form may be used.

The NASA SEWP PMO does not issue Delivery Orders; DOs must be issued through the agency’s own procurement office. The PMO reviews, processes, and tracks issued DOs and forwards them to the Contract Holder. Any modification to an order must also route through the SEWP PMO.

Download the Frontier SEWP VI Ordering Guide (PDF)

The guide covers the SEWP overview, fair opportunity, contact information, what’s in scope for SEWP VI, and the ordering process, and is available for download and printing. Updated versions are posted no later than 10 business days after each contract modification.
